Seems like gibberish... from 30:31-30:39, you get "kb23 214200" and after the dialogue it sounds like random numbers.

If I had to guess, I would say a radio beacon was interfering with the dubbing equipment at mixing time. You spoke of the same sequence coming at regular intervals. The numbers could be the beacon's identification and/or coordinates.

OMG!

sometimes the peoples ignorance on this board is so bad it is NOT even amusing!

that is time code you are hearing, when broadcasting 3/4" or 1" it is a trigger to switch machines and play another machine cued up with commercials

like an automated commercial insertion method in the good old days

not always, usually on 3/4 tape they would put audio tones on right or left channel of audio so if they accidentally left the channel output with audio tones then you could hear them but were not really supposed to

Also sometimes 3/4 tape would have audio bleed and you could hear it on the track without the tones

hope I explained that in a way that is easily understood, cause I just got a little confused writing, actually NOT

That actually seemed pretty straightforward (though it helps that I love old technology). The only thing I didn't understand was your last sentence, which seems to cut off in the middle.
